Cost of Living Adjustment (COLA)

Effective October 1, 2008, all direct caregivers who are non PCA Choice will receive an hourly wage increase.   The pay increase will be reflected in the paycheck you receive on October 29, 2008.  This increase was funded through a cost of living increase from the State of Minnesota.  Providers receiving this increase were required to use 75% of the COLA revenue to:
  • Increase wages,
  • Pay associated costs, such as payroll taxes,
  • Pay benefits, such as liability insurance and workers compensation.
The MN Department of Human Services has a hotline to respond to employee concerns about whether they receive a wage increase in keeping with the law’s requirements. The hotline can be reached at (651) 431-2586.  TTY callers use the Minnesota Relay Service at (800) 627-3529 TTY, 7-1-1 or (877) 627-3848 (speech-to-speech relay service).

Concerns and questions can also be sent to DHS by e-mail to Dhs.Cola@state.mn.us.  Letters can be mailed to:

CMS Announces changes that affect Nursing Home Relocation

If proposed rule changes go into effect, only 60 days of relocation services will be funded rather than the 180 days of relocation services available. Bottom line: many would not be able to get out of the nursing home at all. Eva Hansen, manager of MCIL's relocation program, estimates that 70% or more of relocation cases take longer than 60 days.

Consumer Directed Community Supports

Everyone wants to make their own choices. But some older Minnesotans and people with disabilities can't. They're forced to accept what someone else decides is right for them. But that's changing. Many Minnesotans can now use the Consumer Directed Community Supports service. This new services puts people back in control of their services that help them live independently at home. They'll have the power to decide who will help with their home care, what help they need and how to spend the dollars allocated for their care. For instance, they may be able to hire friends and relatives to assist them or set aside money for a wheelchair ramp for their home. It's all about more choices for more Minnesotans.
